I don't know who that person is, but is there a point for guessing where that photo was taken?  It looks like the House of Commons select committee and someone who has some serious explaining to do?

That was my line, though my firsrt guess was a US Senate committtee hearing, (Or UN) as it looked like a much younger Al Haig.

But on second thoughts, the tie is the clue, Old Etonion style.

How do you  - or does one - google a photograph, please?

Depends what it's of.

this. you have to have a fair idea what the photograph is of (generally speaking) to work out the right keywords to stick into google and hit the jackpot.
