I asked kinboshi about SEO today, I wanted a price to give to a client. Here's his response:

That wasn't for SEO - that was just for link-building.  How can I quote without knowing their business or goals or any idea of their budget?

That's like me saying to you, "I want a website - how much will it cost and can you have it done by next Tuesday please?"

Google uses all sorts of factors to decide who gets on page one. The idea being that the best and most popular sites that are most relevant to your search come first. It's what makes google so easy to use, you don't have to trawl through dross to get exactly what you need.

Your SEO experts are all about keeping on top of the way google evaluates these factors, and working out the best ways to game the system to keep their sites on the front page.

Perfect explanation. 

Used to be slightly different in the past when there wasn't one dominant search engine like there is for the UK market.  Optimising for the US market where Google has less of a stranglehold, Bing/Yahoo need to be considered far more than they do for sites aimed at just the UK.  In Japan, Yahoo is the market leader in search, and because the different search engines place the emphasis on different factors (e.g. Google places more weighting on inbound links than Yahoo does) you have to optimise accordingly.
