the price of car insurance for <23 year olds

would like to see the system punish those who crash/drive badly and reward those who drive well by changing the price a bit more

Blokes <23 are the ones who crash/drive badly

Obviously I know you mean that they should charge people more after they've proven it with a claim; but it's too late by then. If the insurance companys  didn't charge young male drivers so much - they'd go out of business.

yer they could charge that amount at the begginning of the year, and then give money back if you dont crash/keep the money if you do crash
