id open every single hand for a raise. id 4b jam A) B) and C) raise fold D) E) and F) and I think G) is really close, this all as a default vs generic BB

If he's a nutcase Id prolly open/4b jam E), defo 4b Jam G) and prolly just open muck F) - If I think he's spewy enough to 3b call joke wide (snaping you off with 55 and KJ etc)  then I'd prolly just open muck A) as well but that suck cos it's a great hand to 4b jam ordinarily imo

pretty deepstacked turbo though if hes 7/15 with 31bb's

Not sure it's especially pertinent to have a set out plan when its 30bbs effective as it's an awkward stack to just jam so we can decide if he does that and if he 3 bets us just make a decision based on whatever reads we have etc.  I think >85% of the time in this scenario villain will either fold or call

I don't think it's too much to jam in a turbo. It's an awkward stacksize. Deffo shoving 22,88,at. R/C AA. R/F or jam A7/A2/QT.
