FWIW I really like Wenger.
Seems like an intelligent and cultured man.
I love the way he defends his players to the hilt. Wish QPRs manager would do the same. Harry will throw anyone he feels like under the bus if he thinks it makes Harry look better.
Wenger's teams play beautiful football to watch.
However, with the resources at his fingertips, Arsenal SHOULD BE WINNING TROPHIES EVERY SINGLE YEAR.
Coming 3rd/4th every year is not acceptable imo. Football is not about who has most money in the bank.
It's about who has most trophies in the cabinet. (and forget the FA Cup. That doesn't count. Premier League and Champions League are the only 2 which matter)
And Arsenal have simply underperformed in that respect for the last decade. It is not good enough.

Capable of representing their country at the World Cup? All of my named players would do that.

Danny Welbeck fits that first, fairly cavalier, definition, have you changed your view of him?

In the top three or four players in that position (twice as many if it's a dual position like striker or centre back) would be the easiest, or of an equivalent standard.

No I don't think Danny Welbeck is world class.
But Arsenal should have at least one world class striker. The fact they haven't is purely down to Wenger.
Why didn't they go all out for Lewandowski? Or Falcao? Or get RVP back when Falcao chose Man Utd?
Or even get Mandzucic when RL went to Bayern?
