Boxing Day Ruling

I played in a comp last night where the following happened at my table. I wasn't involved (nits gotta nit), so it all transpired around me.
Blinds 1,000/2,000/200. Average stack about 75k.
UTG folds
UTG+1 (about 35k but somewhere 28-38, as it's mainly smaller denominations) fiddles with his chips and announces "Thirty-two"
Interested in thoughts.

Don't see why these situations always seem to turn into big arguments.
Obviously 3,200 isn't valid so if that's what he meant then hold him to a min raise.
These situations just call for common sense IMO. If we decide 32 by default means 32,000 then what about someone who says 64?

Asking the question seems an entirely sensible thing to do in all these situations.
What happened in this case is the dealer said "No, it needs to be 4,000" and the guy happily threw in the correct amount. No harm done and no problems.
There are a few curiosities in this specific hand, though, and we had a little fun at the table afterwards chatting about them:
- Chappie has about 32k (give or take) and a 16BB open-jam is hardly shocking.
- What if he had less than 32k?
- What if someone behind announced "call"?
- What if they just shoved their 20k stack in?
I'm all for asking the question in practice, but I'm also a pedant and that means I like to debate the theory afterwards.

If someone behind starts to do something the dealer should be stopping him saying hold on a sec, we haven't clarified whats going on here yet.
If a player behind starts to do something and gives off into as a result that's their problem IMO.

Like has been said, common sense should prevail, he (and anyone else who does this, myself included sometimes) obviously meant 3200, ok it's an underside so min click should be the raise. People have pulled me up on it in the past, I've seen it done to others many times. In my opinion a simple clarification question is at most what it needs. Anyone trying to imply a larger bet instead (ie 32k) are splitting hairs, prob sat there with AA and tbh showing a distinct lack of respect to the player and game in general.

Might come across as a bit of a scumbag but if in the hand I call for a ruling and say surely its 32k, that's the rule. Misclicks happen both online and live.
It's like me hitting all in by accident with 52os in an online comp, then saying "oh it popped up whilst I was having a facebook stalk, let me take my chips back". Different action obv but a misclick is a misclick.
Had something like this happen at the Goliath, but the other way round (wanted to bet big, bet small instead). I asked for a ruling after the dealer insisted it would be the bigger amount based on her tendencies and she later said oh i meant the higher amount, CR Manager came over and agreed with the dealer. I was pretty annoyed since on paper the wrong ruling was given, decided not to kick up a huge fuss though. Nevertheless it was the
wrong
ruling.
