can't really answer the questions, but that wouldn't be a postman would it?

it wouldn't be some sort of evacuation of kids, maybe WW1 time so mid 1910s?

Czar Nicholas in the 1870s?

I can see why you say him (and it could be him), but I would have said George V. Pretty sure it's one of those two.

Much later than 1870s, though. Based on him dying in 1936, this could be around 1920 or maybe a bit earlier (definitely earlier if it's Nicholas, lol).
