Guess it is an early nuclear test around the end of the second world war. Looks like the US, maybe an army base of some kind?
Edit. Just noticed the las vegas news bureau. Is it in Nevada and that is an early vegas resort?
Edit again. Those cars look like they are from the 50s/60s, so a bit later.
