I'm all for increasing the size of the WC as it's more likely England will qualify...

Teams will have to up their penno game, and rankings manipulation too if that's how the groups are going to be decided?

I understand the pressure the member states push on UEFA to expand the cup but this format will ruin the comp imo.

3 team groups mean you will have to outlaw draws as the last game will always be able to manipulate the final standings of the group, which in turn will make the "lesser" teams play for pens in both their matches?
Just think it will lead to some terribly boring football.
Only solution I can see is you hold the pens prior to the start of the match - this will force the losing side to go for the win?

I like it, would be happy to see the back of the draw in all competitions

Might see a decrease in the number of fans travelling if it's only 2 games garunteed but I doubt that makes much of a difference to FIFA, ticket money all spends the same

Hopefully they go with

Win outright - 3 points
Win on pens - 2 points
Lose on pens - 1 point
Lose outright - nil pois

Would work in the group stage I think, thought haven't investigated.

Huge increase potentially in dead rubber last matches, both teams suiting a draw to both go through (all 3 teams can't play their last match at the same time for obvious reasons which is unfair on the team going 1st).  Why change the WC?  What is wrong with the current format?  Perfect for me.  Leave it how it is.  More and more garbage nations qualifying just for money.

Pretty much this. 32 works perfectly. 48 will be a farce.

The FIFA rankings are a joke when it comes to grading teams.  If it is going to be done on rankings to get the best 48 there then the outright betting market for the WC would probably be a much better guide than the FIFA rankings.

Ok so we both know that isn't going to happen, next best way that would be possible? I assumed it would be based on rankings based on posts above but I'm guessing there will be some qualifications process....
