The problem with hard & fast Rules is that they become a target for peeps to circumvent, & leave us no elbow room to use common-sense.
Peeps deliberately push the boundaries, & have no idea how tough it is for us to keep this place just so. We - certainly me - are all amateurs, I'm new to Fora life, so it's a bit of a struggle, to be honest. I guess some peeps enjoy making it harder for us.

You are correct – I was quoting stats from memory – and must have fixed on the 600k public sector as the total.
The other stats. require updating also.

With regards to jokes that are a bit below the belt, rules should be in place. Also, racist jokes, welsh and scottish included.

Several of the Mods believe we should have hard & fast Rules, others, myself included, are against it.
