during tournaments players need to get moved from one table to another in order to keep all the tables balanced. there is debate in some card rooms which is the correct or the fairest way to do this. most card rooms in the UK elect one of these two options
1. smallest stack at one table moves from the table and will be seated at the most favorable position futherest from the blinds
2. next on the big blind is moved from the table and is seated at the nearest position to the blinds including both small and big blind positions
any advice or opinions are welcome. please take this serious as it could effect most card rooms in the UK

No need to debate - it's 2, 2 and nothing but the 2*. Common sense alone dictates the first one is pure silliness, unless your plan as TD is to disadvantage short stacks unfairly, and make sure the chip distribution around the room is not at all random as the tables shrink.
*Except you can't move into the small blind - if this seat is the only one available the mover just misses a hand, and the button passes over them.
I hope this was a real inquiry, it's very late and I just can't tell any more...if you'd suggested "Moving the stack closest to the average in chips and putting them on the button by inserting an extra seat " as one of the options it would be more obvious if you're kidding...

Any decent cardroom will move the next Big Blind, however the short stack should be moved to the bar and buy the remaining players all a drink.

And naturally, the short stack should be made to pay the big blind every hand until his sorry a$$ is out of the tourney. Preferably from the car park.

Hi Mountaingoat, & welcome to blonde. May I ask why the answer will affect everyone, as you suggest? Jen (djinn) has given the perfect answer. I only now of one Venue in the UK which moves the short-stack, which is clearly an unfair option. Post more!
