Yes you can, it will just take a lot longer because glass absorbs a lot of UV rays but doesn't block all of them.

I saw a beach for sale in Scotland a while back.  It was for sale for about £140,000.   If I had the money, I would have bought it as a log term investment for my Kids.  When Global Warming comes, Scotland will probably have  the climate of Spain.  My Kids could have owned a beach and then put up apartment blocks, visiting Chinese tourists would have made my Family very wealthy.     No , you can't get a tan through a window,  just a headache.  I worked in Greenhouses for nearly 10 years and I have skin whiter than Nicole Kidman's teeth

Glass doesnn't block all the UV, even some sunglasses that are designed to block UV rays only block 90%, I'm sure sofa-lking could correct me on that...

Now, myth or truth, can you get a tan from a bonfire?

When global warming comes...sea levels will rise and your beach will be underwater.

Now we know why Scotland's young entrepreneurs are struggling so.

Geographically we have a much higher coastline that won't feel the effects as severely as other Countries.  The only real concern with my beach would be the large amounts rubbish lying around in the sand dunes.  Tidal currents mean that it is a dumping ground for endless amounts of shipping waste.
