Me too, never seen the like of it before, anywhere.
In engineering terms, must be technically demanding to design, draw, & construct. Imagine getting it just a teeny bit wrong.....
There appears, after some overnight googling, to be quite a few of them
around
including one just along the Strip from Wynn, @ Caesars Palace, pictured here.
The design logic of a regular escalator is simple, & shown here, in what seems a rather dated graphic, but the difference between a straight up & down jobbie & a circular one is immense, & must present some real technical challenges.
I'm impressed.

Several innovations in escalator manufacture have been made in recent years. For example, one company recently developed a spiral staircase escalator. Another has developed an escalator suitable for transporting wheelchairs.
