Harshly is one of a number of words used to indicate to the solver that there's an anagram in the clue. Confused, muddled, unclear, tangled and so on.

"term in football" is what the l in orchestral here is derived from but I am not sure why, perhaps its a grammatical term, re the use of -ll?
