Love the Simpsons episode where Bart is working for the mob and warehousing a truckload of stolen ciggies in his bedroom, stacked right up to the ceiling.
Homer "discovers" what Bart is hiding and comes out with the old "I'm going to stand here and watch you smoke every one" line.
The timing of the visual gag was just perfect. All the new Simpsons knock-off cartoons can't compare to the daddy.

If you don't want them to smoke just have them smoke an entire pack in an hour or so..problem solved once they start going green.
The problem is mainly in the nicking stuff and lying about it though (In my humble opinion) .if you just tell her "Listen we don't like you smoking but we hate you lying more" you can at least count on her being honest with you...the same with drinking. If you encourage responsible drinking rather than making them lie about it you're almost certainly doing a better job of it than outright banning it and kidding yourself on that they never had a drop or never tried smoking.
