it's an awful clue - doesn't scan at all.  i'm betting it's not from the telegraph or guardian - they'd have never let that one through.

I think it is an awful clue. I had got the PE bit and still couldn't get it. I was even going along the lines of Clint Eastwood thinking as I think he played Rowdy Yates in Bonanza.

it's not a great clue because it doesn't make sense.  it should read something along the lines of:

how Rowdy Yates might refuse to do any exercise?

Don't even try to get it, but it makes me giggle every time

clue: 門 are notations for flags in another language and the answer is a region of the earth.
