What?
Seems fairly ridic, I assume it was dropped accidentally and now they are hitting your gf with the fine. Sounds harsh, no idea if you can appeal. Maybe someone has experience of this on here.

Take it off the pocket money..just tell your kid she can't go to college..it's her fault after all
Seriously though..on the spot fines will be very hard to appeal against (which is why they are soo popular) but you could give it a shot.

I suppose it depends on whether the anti-litter guy pounced upon the buggy, pen in hand, as the wrapper hit the floor, or whether your daughter dropped the wrapper and the officer gave your girlfriend time to notice it, pick up the wrapper and put it in a bin before pouncing.
Probably quite harsh if your girlfriend just didn't see it fall out.

This sort of thing makes me so angry... Assuming you don't deliberately drop it, why doesn't he just tell you that you've dropped it and let you pick it up? Bingo, no litter. I can't think of any other 'offence' that's so easily and completely undoable. It's not like it was causing an obstruction. Nor can I think of any other offence that you can commit so unknowingly. How long does it have to be on the floor before you get fined? If you drop it and pick it up straight away, is that still a fine? And what exactly constitutes litter? If you accidentally dropped a £10 note, would you be fined £50 for that?
Obviously deliberately littering is a legitimate offence, but this isn't an attempt to prevent littering, it's clearly just a money-generating exercise, and fking ridiculous. No idea if you can appeal, but good luck if you can and do.

so are policemen now following litter wardens around to help them enforce the rules?
I haven't put much thought into this but reckon that if I did I could think of several more useful ways for them to spend their time

Just wait until the council figures out that there should also be a health and safety officer present.

as long as they do a Risk Assessment 1st they should be OK on their own.

Get this one ... I was at Ipswich train station a while back, obv no smoking in the station, but by the entrance their is a designated smoking area ... Happy days.
BUT ... no ash trays, so you put cig out on the floor by the kerb ..yes ??
NO cos a man in plain clothes who is milling around said smoking area instantly grabs you as you drop cig end and proceeds to give you an on the spot fine. I kid you not, the suit who got the fine was not best pleased obv. I got involved and asked the ticket giver "where shall I put this when i have finished?" he replies, "thats up to you mate, but if it goes on the floor then you will be getting one of these too"
Obviously I waited til he turned his back and dropped it and stood on it ... I then wished him a good day (well im sure that was what I meant to say, it kinda came out a bit different) and went to get my train.
This is a joke, and I hope that you strenuously appeal your case bhoywonder ... get the local press involved and im sure that the tossers at the local council will inform their mini hitlers that picking on 2 year olds in pushchairs is not what they are meant to be doing ... just because they are too shit scared to approach the asbo brigade who are polluting the streets with maccy D's cups and trays, coke cans and general shit and mess, is no excuse for finding easy prey to make their daily targets ... Its nothing short of a joke, and i wish you well.
