I dont imagine they have in the annual budget report: "buttons made up for relatives so they dont get a ticket when they get stopped", so what is the official line for why they are made?

To officially identify family members of the police force.  Stops people saying things like, 'Do you know who my dad is?'  They have something similar for the families of military personnel.

The Speed limit varies from state to state pretty sure some of them have 70mph from memory. We I got stopped near Montreal for speeding, just act really dumb and say you are English and didn't know the speed limit, easy game.
