OK so player a and b agree 10% ........... player a busts early and re-enters
both make final table and change to 25%
player b busts (no cash)
player a wins the tourney....
what happens to the re-entry buy in
split 50/50? player a loses out the extra buy in? or take off the re-entry then divide the 25%?

This. If u did not specify this then he is under no obligation but as Ur mate and as u won I would split the cost but u should discuss it beforehand

I would say that in general, once player A busts early then player B has lost his % as player A has won nothing.
If Player A wants to re-enter then he does that with his own money, and player B has no %. It's not like player A is freerolling here or anything as he's had to pay a whole second buyin. It's essentially a whole different person entering the tournament.
In the case as described though as both players have reaffirmed 25% I think the fairest thing to do is for A to give 25% of the cash over, and B to give him half of the buyin back so that both players have paid the same amount to enter the tournament. B isn't under any obligation to do this though, but I think it'd be the decent thing to do.

Best thing about deals with friends, rather than business partners. If I swapped 10%, would never ask for any of a min cash. I would expect player A to give B 25% of the total win but if I was B I wOuld not be against giving A half of the rE entry back as a goodwill gesture.
