I'm interpreting "the price" to include the each-way terms.
We specifically said that no special offers would be allowed and as only one firm is offering those place terms, that would seem like a special offer to me.
You can always choose another bet and wait to see if more firms offer 1/4 1-7 before the start of the tournament.

As it is, 1/4 1-6 are the place terms that I'm using.

Consider the bet withdrawn for the time being - I may revert to it if I can't find anything else today.
