He is pretty weak passive. And continuation bets far less than the normal headsup player, ive chipped him slowly down.
Given that information whats ur play on the flop, given that preflop u call because u can win pots when he misses more often that not, given that he doesnt continuation bet that much. All 4 options are clearly viable. Ie, Fold, Call, Raise to x, Jam.

I've not set down with him (obviously if he plays those stakes) but you say he doesn't do continuation bets...so it's a fold and a very easy one. You only have a gutshot straightflush draw and that for me isn't good enough.
You're not giving up anything by folding this hand and a push is could easily get called if this is one of the few times he's ever lead out. I simply wouldn't risk that on a hand as poor as this.

have you played with him before, does he do this through all stages of the tourney, or just the early ones? If he only plays weak during the early stages of a tourney and gets going when the blinds go up then i would stick him all in here.
If you don't know that then it's a fold for me as your 7 is too low a heart.

He is even money to have a heart and its v unlikely that its lower than 7 and he almost def calls a push with a couple of high cards including a heart - when he does you are a big dog, so I don't think pushing is right.
Calling is prob best as you might be able to push him off the hand later.

I'd fold and continue to grind him down like Flushy said. You could play back at him, but it's tricky when you're not sure what cards you need to hit. If he's as passive as you say, then you shouldn't have any probs taking this guy's dosh, especially heads-up.
