Cliffs:
It's Google's version of Facebook.
It's not very popular at all (in fact it's almost a "toxic brand").
Having one makes it easier to do some stuff on other Google services.
Since you don't like social media anyway I'd resist, but since no one uses it, your interaction with the general public through it will be limited.
If you do want one, I understand you have a gmail address already, so signing up using that will be very easy. Log into GMail, press the thing that looks like 9 squares at the top right hand corner and press google +.
There is an iPad app (along with apps for everything else, as you might expect).
