"A" Frame pin towing hitch and front lock. Made for a traction engine to tow?
I don't know for sure, but it looks like showmans tackle to me.

...of course, the trailer may not have been designed for loos, just conveted into them. They certainly smelt like they had always had that purpose and I chose not to get close enough for better inspection!
