I know it seems silly (considering there are steps and not ramps) but I'm going with some sort of livestock transporter.

Just another guess, but it looks awfully like the old type of portable toilets at some of the agricultural shows had, on the I.O.W.

...of course, the trailer may not have been designed for loos, just conveted into them. They certainly smelt like they had always had that purpose and I chose not to get close enough for better inspection!
