A Shallow quake is what happens when Dubai suffers a bad beat...
Shallow simply means the earthquake happens close to the surface (this one was 10km). That means the energy released is going to reach the surface in a much smaller area and so be more concentrated.
A deeper quake will have less of its energy reach the surface and so the effects will a) not be as bad and b) be felt over a wider area.
