I think it sounds like the case, which has come up before, that the police officer thinks he see's someone not in control of the car - and gives the fine.
When the driver says he was in stopped traffic, in neutral with the handbrake on, rather than admitting that he was wrong the policeman decides to stubbornly stick to his guns -because he's an idiot who can't back down.
Individuals are stupid and that's nothing unusual, the
really
stupid thing about this case is why it's going to court - you'd hope that Scotlands equivalent of the CPS would just chuck it out.

yes im packed and ready to go even though im not due for 3 weeks.but he is a big baby so hopefully he wont wait to long.
gonna get some rasberry tea today already had a bash at the others,lol.old wives tales if you ask me but like you say it passes the time

Have a cousin who works in the delivery ward of a NYC hospital. Birth rates go up during a full moon and/or when the barometer drops...FACT.
