You can only buy players from the end of the season up till the end of August, and then again for one month in January. Teams can't buy anyone outside these times.

No, it used to be you could buy players up till the last six weeks of the season.

I think the reason for the change was to even things up a bit. If you had two teams struggling at the bottom of the table, and one was poor and the other rich, the rich club could, in effect, buy themselves out of trouble by buying new players.

No it hasn't always been like that.  I think the idea was to create some continuity during the season, and stop clubs with the money buying someone when they had a player injured (or stuff like that).
