OK. I'm reading that Woods requested a transfer, but Law wouldn't let him go. Is that a common state of affairs?

Laws, not Law
Not uncommon. Every football manager has a delicate task of keeping a full squad happy. You need 20-30 players to cover for injuries, suspensions, loss of form but can only pick 11+5 in the first team. Those not in it are soon going to want away if not playing (unless their contract is so large that they couldn't get paid similar elsewhere)
A perennial problem.

Yes, in reserve leagues. Often regionalised to keep travel costs down
Also a Youth league system (Academies) run by the Premier League

Sheffield Wednesday do have a couple of skeletons in their closet, one of them being this:
There was a big scandal in the 1960's when Peter Swan who was the current England centre-half and possibly "Bronco" Layne (although I may be doing Bronco an injustice here) were found to be taking bribes to "throw" games and both were kicked out of football for life.

usually a mix of kids, pros coming back from injury or out of favour etc
Without an atmosphere, and sometimes played half heartedly by the old lags seeing out contracts etc, they can be like watching paint dry

The good thing about reserve games is because there are few supporters and no atmosphere, the players can hear comments from the spectators directed specifically at them.
