and because she might have foot fungus,due to health and safety reasons you cannot offer a refund

you need to watch though, because paypal will freeze your account (or withdraw the money she paid if it is avalable) at the first sign of a dispute, until the dispute is resolved.
really is just one of the many problems facing individuals masquerading as businesses (or should that be the other way around ?) on ebay.
