There will be a signal. but on a different network or frequency. Any frequency you can access will allow you to make a 999 call.

emergency roaming. it's pretty new in the uk. a couple of years ago if your handset said emergency calls only it was actually a lie as the networks wouldn't share but it works now. no idea what network you're getting underground though
