cuz im an idiot, I wondered about this, and why this was the case, that a penalty can be considered not a shot on target.  So I e-mailed Opta about this.  

They Replied -

We recorded 2 shots on target so this is a technical issue somewhere between our feedback being sent and it showing up on the bbc website. We'll pick it up with them
