I can't for the life of me figure out what it is.

It's spring loaded, and has what appears to be a slide rule at one end, and a small guillotine amidships.

You require three components. Cement, aggregate, & water. Cement in itself does not need mixing. Mix cement, & you get cement. Bit pointless, that.

When you bake a cake, you don't mix flour, you add it to the other ingredients & then mix the lot.

It's for trimming the Venetian blinds down to size if they're too long for your window space.  The tool does it nicely so the ends are all the same shape.
