While rooting in one of my tranklament boxes, I came across this.

I can't for the life of me figure out what it is.

It's spring loaded, and has what appears to be a slide rule at one end, and a small guillotine amidships.

Why would you want to cut them, and why would you want to do it with something like this?

It's for trimming the Venetian blinds down to size if they're too long for your window space.  The tool does it nicely so the ends are all the same shape.
