This was 1932,the construction of the RCA building, now known as the Comcast building.

'lunch on top of a skyscrapper' was taken during the construction of this same building. The picture (below) is now arguably more famous than the building itself.

It looks like the paris metro.

Is it hercule poirot investigating the case of the wild 2 headed killer beastie?  Here he has just located the beastie and is hoping the beastie leads him back to his owner. 

He really needed a few rozzers to make sure the crowd stayed back.  That fella holding the coat is about to lose his entire left foot.  It looks really gruesome.  I'd avoid googling it if I were you.

Injury lawyers pour toi sorted him out with just a few croissants compensation.  Different times back then.

These are getting a bit too easy, maybe try harder with the next one.
