In technical terms, what I am saying is art is poo.

A bulding should be designed to be functional, & fit for purpose. The best buildings do exactly that.

Here's a terrific example.

St Pancras? LOVE it. Lovely building. Needs no adornment or fancy bits to make it beautiful.

My house? Not beautiful, but perfectly functional. Wimpey Houses tend to be fairly bland.

My car? Functional.

I assume you mean Graveley Hill Interchange, "Spaghetti Junction" is what the tabloids, Soap fans & common people call it.

I was actually stopping in an hotel behind that library at the w/end and 'rested' there to have a coffee and a morning ciggy  on Sunday .
I thought it looked ok. There is a MacDonalds under the old library building.

Love it.

The point is, all that stuff on the outside has a function.  

What you can see on the exterior of the structure are the service cores (lifts, stairs, water, electricity conduits etc), & by placing them outside the structure they gain valuable floor space inside the building. The footprint of the building is quite small, land costs in Central London are just silly, so it all makes sense, as they gain more useable floor space.
