They don't, he's probably just about to move. They only let them take photos in the first 5 minutes of each game or so, that's why the positions always look like they've barely started.

Great question. He probably moved straight after the photo was taken, but in this case, it might have been a little different.
Generally speaking, they won't take too long over the first few moves, but sometimes someone springs a surprise that goes against the hours of preparation they've done for the game.
In this case, Svidler is regarded as one of the leading exponents of this quite aggressive opening from the Black side, so it is a little surprising for someone to play it against him, when he will know so many of the nooks and krannies.
From my level, if someone plays an opening I was t expecting, even if I know my response, I'll take a minute or two (if available) to play through a couple of the variations in my head, just to visualise them and get a feel for the game that is likely to unfold.
It is one thing to know the sequence of moves, but it is another to be focusing your energies on the sort of game you get from that particular set of moves.
I suppose it is a bit like a snooker player, having had his opponent break and now facing the white ball in baulk. He knows he's going to play the clip off the pack, but he'll just steady himself, play through the opponent's next shot, where he wants the white and so on. Just getting into the game.
