a) raise or jam?

if raise (to say 200,000) call or fold to a jam? does it matter who jams?

Actually I would min raise with the plan of calling a shove from anyone (unless it goes us minraise, someone shoves, someone else calls/reshoves then I would fold).

Just wanted an excuse to use that pic

Not perfect on these type of tourney spots, but I'd assume 99 is strong enough to induce with, so I'd raise/call. It's higher variance than jamming though ofc.

Shove. Raise/calling would likely be icm disaster especially as two of the guys are super tight. Could also r/f

Get it in first is my motto in this situation I hate calling with less than tens - although I see many do that !
Most times others will fold and just adding blinds antis is beneficial
If some one calls its oops
Although a raise looks stronger a min raise prices the big blind in with any 2 in this spot

I'm in the jam camp.

If we raise, get flatted, & see a broadway flop, we are buggered.  And if we get looked up by a big ace, fine, take our chances - this is the hand with which we can get a stack & go on to win - or bust.

i'd raise
You can fold if BTN or SB 3bet (vs tight players in a small comp, you wont be being messed with). If BB jams i think you have to fold, most likely he just peels as 3-betting/jamming is still pretty undesirable for him in this spot vs your opening range.
Given your descriptions of BTN and SB, you're not getting peeled much... so opening and jamming should achieve the same thing, only you can avoid the coolers when the tight guys have it by r/f vs them

For those who are advocating jamming, at what point does a hand become strong enough to make raise/calling the preferred choice with this stack depth? JJ+ and AK?

I would Jam, the bb will be peeling so often to our min  raise, and as Tikay said there is very few good flops.
