He's a very loyal bloke, he doesn't walk out on contracts without good reason. He turned down Leeds and Spurs to stay at Leicester.

Also i'm not sure if O'Neill would move his family to the north of England.
I agree with all of that but the pros for someone like O'Neill are massive also.
* He will earn more money.
* He will be working with some world class players.
* He has the chance of Champions League football (hopefully).
* He has probably taken Villa as far as they will go.
* He can be an absolute messiah at Liverpool by turning their fortunes around.
* He may not get (is unlikely to get) a shot at a big 4 club again.
I agree with the sentiment of your post though. I cannot see many who would like the Liverpool job right now.

Surely his mandate at the beginning of the season was to win the title and challenge in the champions league?

No his mandate is to help reduce the club's debt whilst keeping us in the Champions League spots. If we can challenge and win trophies obviously that a bonus. It's very similar to Wenger's charge at Arsenal right now.
