not sure if closer to Salisbury i'd maybe say its a gate to a live firing range area but I assume that is to warn of private property to gas or electricity supply
No, I mean why is there a red padlock on a gate that can obviously still be opened unless you also put a lock on the other end.

No, because if you take it off that end the gate will still open. Not if you attach it through the hole and in the latch? Ok I’ve sussed it now. The actual gate slide bolt and a designed to work only where there is an aperture in the post it secures against. The gate you show has a latch configuration so to lock the gate you need to be able to put a separate lock in the latch hole and to stop the slide bolt sliding open you need to use the red padlock shown.

 If there is a padlock on one end the gate only opens inwards. Put it on the other end and it only opens outwards. Put one on both ends andit fdoesn't open at all. It's called a kissing gate. When you open it inwards only people can get through. Open it outwards and livestock can get through too. I wish I'd never asked.
