the principle that decisions should always be taken at the lowest possible level, or closest to where they will have their effect, for example in a local area rather than nationally

Channel 4 showing comedy with right wing Neil Fromage being shot in the head

In the current climate is this responsible broadcasting? I mean do we laugh if a Joy Coax is stabbed to death whilst out campaigning?
